Зайди на сайт Консультант+ и посмотри там. Я у них скачивала в свое время разные другие материалы, которые нигде на английском нельзя было найти. Правда там всякие примочки могут быть, типа читай, а не копируй, или только распечатать.

Amendments made to the Family Code of the Russian Federation
Federal Act N 185-FZ of 28 December 2004 made amendments to the Family Code of the Russian Federation, with stipulate the priority of Russian citizen in adoption of children. Thus, foreign citizens are allowed to adopt the children if there is no possibility of their fosterage in Russian citizens\' families, and upon expiration of three months since the day information on such the children has income the state data bank of the children left without the parents\' charge, according to Clause 3 Article 122 of the Family Code.
While making decision on child adoption, Court is authorized to recognize by foster parents the persons, having no income securing adopted child with a living wage, established in Russian Federation entity, on whose territory the foster parents (poster parent) reside to the day of adoption, and also the persons residing in living quarters non-meeting sanitary and technical rules and standards.
Court is also authorized with the view of protection of rights of adopted children to change the date of birth of the adopted child after achievement of his one year.
